Multi Storey Apartment Building Plan ( posted 7 July 2017)

Plans have been lodged in June 2017 for a multi-storey apartment building in Norwood, following the Government’s declaration of “Major Project” status in April for retirement villages and residential care facilities valued over $20million.

Major Project status means any development does not have to comply with zoning restrictions, does not have to notify adjoining residents and cannot be appealed to the ERD Court, unlike normal planning applications.  A similar process has recently been followed with the Major Project declaration and approval for Peregrine’s 7-storey office building at the corner of The Parade and Portrush Road, Kensington. The Norwood Residents Association lodged an objection to this proposal on the same grounds as it objects to the proposed Beulah Road development.

Aged care provider, LifeCare lodged plans to the Development Assessment Commission in 2014 for a large aged-apartment complex on Beulah Road, between George Street and Queen Street.  Zoning restricts development on this site to 1- and 2-storey buildings, designed to reflect densities and building style of the surrounding established character.  Plans submitted for this location were for a large 4-storey building with 72 apartments, not in keeping with the surrounding historic housing.  Many local residents lodged objections to this application due to its excessive scale and impacts on the historic character of Norwood.  This application halted and did not receive planning approval.

Rule changes now enable the Major Project exemption to facilitate this oversized, inappropriate development on this large site, with no requirement to comply with zoning restrictions
